I think it was mainly the big names missing in the game lineup ... who would have wanted "Freedom Fighters" when you knew and loved "Defender" in the Arcade ... they only got the names (Frogger, Q-Bert) with the 3rd party developers (and Turtles very late in the lifecycle), but by then it was too late ...

the truth is that not the better gameplay ("munchkin") but the popular name ("pacman") sells the game ...
