Does it generate a PAL or NTSC picture ?

It has a prototype kind of feeling about it with the 'flying' jumperwires and resistors .

Tried to distinguish the numbers on the chips bit it looks like a 8245 and not a 8244 so would be PAL

It's looks like it was never used. The cable doesn't even look like it was unraveled.
